Yes, ...but only in so far as a building's foundation dictates the limits of it's eventual shape, mass, etc.

Although every event leads to new possibilities that in turn lead to others, the past doesn't dictate each moment in a linear A - B - C fashion but each past moment or event will limit the range of possible future choices/paths that are available.
